Under Local Law 69 of 2017, all NYC multiple dwelling property owners must submit a Bed Bug Annual Report. This report must be filed with the Department of Housing Preservation and Development (HPD) between December 1 and December 31, 2025.
The report covers bedbug activity from November 1, 2024, to October 31, 2025.
Total number of residential units
Number of units that had bedbugs
Number of units where treatment was attempted
Number of re-infestations after treatment
🚫 No More Paper Filings for Corporate Owners
If you're a corporate entity (LLC, co-op, condo, or any incorporated business), you must file electronically. HPD has clarified that only non-corporate owners (usually small landlords) can use the paper form—and only if they don’t have access to a computer or email.
Paper filings from corporations will be rejected and marked noncompliant.
Yes. Property owners must:
Hire licensed exterminators
Inspect adjacent units and common areas
Schedule follow-up visits
Maintain detailed records of treatment
Tenants should be given a copy of the bedbug filing receipt (either posted publicly or included in lease documents)
If you suspect bedbugs:
Immediately notify the landlord or property manager
If no action is taken, file a complaint with 311 online or by phone
HPD may conduct an inspection—sometimes with a trained bedbug-sniffing dog
If HPD finds bedbugs:
The owner receives a Notice of Violation (NOV)
A Commissioner's Order will direct specific corrective steps.
Owners must certify correction back to HPD via eCertification
